How to turn images into a PDF without uploading them

To turn pictures into one PDF, select up to 12 still JPEG, PNG or WebP images in PixelDesk. Arrange their order, choose page settings and create the document. Each image becomes one page, and the PDF is generated locally in your browser.
Decide between a PDF and one combined image
A PDF is useful when you need separate pages in a single document. A contact sheet places pictures in one labeled image grid, while Merge images creates a strip, stack or grid without filename labels. Choose the output that matches how the recipient will view the set.
Arrange the page order
- Open Images to PDF and select your pictures.
- Check the displayed filenames; browser file pickers can return a different order than you expect.
- Use the filename arrows to move pages up or down.
- Choose the page layout, inspect the first-page live preview and create the PDF.
The first selected image is the first page. The tool accepts up to 12 inputs, with at most 20 MiB per file and 60 MiB combined. Reduce image dimensions before creating a document if your device struggles with large files.
Choose page size and orientation

There are 72 PDF points in an inch, so 24 points is one third of an inch. Images are fitted inside the page without cropping. Different image proportions can leave additional empty space beyond the chosen margin.
Understand image quality and transparency
The PDF stores each page image as JPEG at the selected quality. Lower quality can reduce bytes but can damage fine text, small edges or gradients. Transparent image areas are filled with the chosen background color; the PDF does not preserve them as image transparency.
The live preview is a scaled first page, not the whole document. Inspect the final PDF in a reader and check every page, especially if the inputs mix portrait and landscape pictures. Keep source files so you can create another version without repeatedly re-encoding them.
This PDF contains pictures, not OCR text
The tool does not recognize words, add searchable text or certify PDF/A conformance. A screenshot of text remains an image. If you need accessible reading order, text search or archival certification, use software designed for those requirements.
